Two District Court Locations in Worcester County

Worcester County is unusual among Maryland counties because it has two District Court locations, not one. The primary courthouse is in Snow Hill, the county seat. The second location is in Ocean City. Both courts handle traffic citations issued within Worcester County, but the Ocean City location serves a very specific and large volume of cases tied to the resort town and its beach traffic. Knowing which location handles your case is important before you make any plans to visit in person.

If you received a citation while driving in or near Ocean City, your case is almost certainly assigned to the Ocean City courthouse on Coastal Highway. If you received a citation elsewhere in Worcester County, your case is most likely before the Snow Hill court on Commerce Street. Your citation should show the court date and courthouse location on its face. When in doubt, call either location and give them your citation number. They can confirm which court has your case.

Ocean City Traffic Citations: High Volume, Seasonal Surge

The Ocean City District Court location handles a volume of traffic citations that far exceeds what you would expect from a county of Worcester's size. Ocean City is one of the most popular beach destinations on the East Coast, and during the summer months from May through September the population of the area swells dramatically with tourists, seasonal workers, and visitors from across the mid-Atlantic region. The types of violations at the Ocean City court tend to reflect beach traffic patterns. Speeding on Coastal Highway and surrounding roads is common. So are parking-related moving violations, failure to yield, improper lane changes, and alcohol-related offenses that spike in a resort environment. DUI charges under Transportation Article Section 21-902 are a significant portion of the Ocean City court's summer docket.

For out-of-state drivers who got a ticket in Ocean City, the process is the same as for any Maryland citation. Check your ticket. If it is a payable citation, you can pay online through Maryland Online Resolutions, by mail to the Traffic Processing Center at P.O. Box 6676, Annapolis, MD 21401, or by calling 1-800-492-2656. If it says must-appear, you need to return to Ocean City for the court date, or in some cases you may be able to send an attorney to appear on your behalf. Missing a must-appear date will result in a bench warrant and will be reported to your home state's motor vehicle authority through the interstate compact that most states participate in.

The Ocean City courthouse operates the same hours as the Snow Hill location: Monday through Friday, 8:30 AM to 4:30 PM. During the summer tourist season, call ahead to 410-723-6935 if you are planning to visit during peak hours. Wait times at the Ocean City court can be longer during the high season than at most other Maryland district courts.

Note: Out-of-state drivers who receive a must-appear citation at Ocean City should consult a Maryland traffic attorney about whether representation at the hearing is possible without a return trip.

Payable vs. Must-Appear Traffic Citations

Maryland divides all traffic citations into two types: payable and must-appear. This is true whether your ticket was issued in Snow Hill, on Coastal Highway in Ocean City, or anywhere else in Worcester County. If your citation is payable, it will show a fine amount. You can resolve it online, by mail, or in person at either courthouse. Common payable violations include minor speeding, failure to stop, improper equipment, and low-level moving violations.

Must-appear citations require a court appearance on the date listed. DUI under Transportation Article Section 21-902 is always must-appear, and it carries 12 points on your Maryland driving record if convicted. Reckless driving under Section 21-901.1 adds 6 points and is must-appear. Driving while suspended under Section 16-303 adds 3 points and also requires you to appear. These charges can result in jail time, license revocation, and substantial fines. You cannot handle them by mailing a check.

Requesting Worcester County Traffic Record Copies

Worcester County traffic court records are public under Maryland's General Provisions Article, Sections 4-101 and 4-201. Standard traffic cases are open to any member of the public. Sealed or juvenile records are not. You can request copies in person at either courthouse location or by mail to the Snow Hill address on Commerce Street.

For in-person requests, visit the clerk's window at the courthouse that handled your case. Bring any case or citation number along with the name on the case and the approximate date. Uncertified copies cost $0.50 per page, and certified copies cost $5.00 each. Make checks payable to "Clerk of the District Court." The clerk will usually produce copies while you wait.

For mail requests, write to the District Court at 301 Commerce Street, Snow Hill, MD 21863. Include the case number or citation number, the name on the case, the date, and payment.
