Wicomico County Traffic Court Location

Traffic violations in Wicomico County go before the District Court of Maryland for Wicomico County, located on Baptist Street in Salisbury. This court handles speeding tickets, DUI charges under Transportation Article Section 21-902, reckless driving under Section 21-901.1, driving while suspended, equipment violations, and every other type of traffic matter issued in the county. It is the court where your case starts, and for most traffic offenses it is also where it ends unless you appeal to the Circuit Court.

The Baptist Street courthouse requires security screening when you enter. Do not bring items that will not clear a metal detector, and plan a little extra time for the entry process. No food or drink is allowed inside the building. These rules apply to everyone, whether you are paying a fine, attending a hearing, or just requesting a record copy from the clerk's window.

Transcripts and Audio Recordings in Wicomico County

Wicomico County has a dedicated contact for transcript and audio recording requests, which is not the case in every Maryland county. If you need an audio recording of a hearing that took place in the Wicomico County District Court, you must contact Casandra Blanchard directly. Her phone number is 410-548-4822 and her email is casandra.blanchard@mdcourts.gov. The fee for an audio recording is $25 per proceeding date.

Audio recordings are useful when you are preparing an appeal or need to review exactly what was said during a hearing. The $25 fee covers one full day of proceedings. If your hearing spanned multiple dates, each date is a separate $25 charge. Make sure you specify the case number, the date of the proceeding, and whether you need the full session or a specific portion.

Requests for written transcripts follow a separate process and typically cost more than audio recordings. If you need a formal transcript for legal proceedings, ask the clerk's office at 410-713-3500 about the specific steps and cost. Allow several weeks for transcript production, as these are prepared by court reporters and are not always available immediately.

For general record copies, the standard fee schedule applies: $0.50 per page for uncertified copies and $5.00 for a certified copy. Make checks payable to "Clerk of the District Court." The Circuit Court clerk can also be reached for Circuit-level transcript requests at wicomico.clerk@mdcourts.gov.

Payable and Must-Appear Citations

Maryland traffic offenses fall into two broad groups, and knowing which group your citation belongs to matters a great deal. Payable citations can be resolved without going to court. You can pay online through Maryland Online Resolutions, by mail, or in person at the Baptist Street courthouse. Minor speeding violations, stop sign tickets, improper turn citations, and most equipment violations are payable. You do not need to take time off work or appear before a judge for these.

Must-appear citations require a court appearance at the Wicomico County District Court on the date listed on your ticket. DUI under Transportation Article Section 21-902 carries 12 points and is always a must-appear charge. Reckless driving under Section 21-901.1 is a must-appear charge carrying 6 points. Driving while suspended under Section 16-303 adds 3 points and also requires appearance. Fleeing a police officer and street racing are must-appear as well. If you miss a must-appear date, the court will issue a bench warrant and notify the Maryland MVA to suspend your license.

Your citation itself will tell you which type it is. It will either list a fine amount or say "must appear." When in doubt, call the court at 410-713-3500. The clerks can confirm your citation type and tell you what your next step should be.

Note: Maryland Online Resolutions lets you pay eligible fines, request a hearing, or sign up for traffic school from one website without visiting the Salisbury courthouse.

Requesting Wicomico County Traffic Record Copies

Wicomico County traffic court records are public under Maryland's General Provisions Article, Sections 4-101 and 4-201. Standard traffic cases are open to anyone who requests them. Juvenile records and sealed cases are not public. You can get copies three ways: in person at the courthouse, by mail, or online through Case Search for basic case information.

To request copies by mail, send a written request to the Wicomico County District Court at 201 Baptist Street, Salisbury, MD 21801-4971. Include a self-addressed stamped envelope (SASE) with your request. Without the SASE, the court may not process your request or may hold the copies until you provide return postage. Include the case or citation number, the name on the case, and the date of the offense. Enclose a check made out to "Clerk of the District Court" for the applicable copy fees: $0.50 per page uncertified, $5.00 for a certified copy.

For in-person requests, visit the clerk's window at 201 Baptist Street during business hours. Remember security screening at the entrance. Bring identification and any case numbers you have. Copies are usually made while you wait. Payment is at the window by check, cash, or credit card depending on what the court currently accepts.

For payable citation payments by mail, use the statewide Traffic Processing Center: P.O. Box 6676, Annapolis, MD 21401, phone 1-800-492-2656. Records from 2000 onward are searchable through Case Search. For older pre-2000 records, contact the clerk directly or check the Maryland State Archives, which may hold older court documents.

The People's Law Library has free guides on court procedures, understanding charges, and requesting records if you need more background before making your request.

Note: Include a self-addressed stamped envelope with all mail requests to the Wicomico County District Court to ensure a timely response.

Self-Help Resources for Wicomico County Traffic Cases

If you are facing a traffic charge in Wicomico County and do not have a lawyer, free help is available. The Maryland District Court traffic self-help page has guides on every stage of the process: from the day you get a ticket to what happens at a hearing and what to do after a verdict. The guides are written for people with no legal background. They cover payable violations, must-appear charges, payment plans, and what a bench warrant means.

The People's Law Library at peoples-law.org goes deeper on specific topics like DUI charges, reckless driving penalties, and how the point system affects your license. It is free to use. For lower-income residents facing serious charges, the Eastern Shore area has legal aid organizations that may be able to help. The clerk's office can give you referral information if you ask.

The Maryland MVA is the place to go if you want to check how many points are on your license, understand reinstatement requirements after a suspension, or request an official copy of your driving record. The MVA and the courts are separate systems, but actions in court directly affect your MVA record through the point system.

If you owe $150 or more in traffic fines and cannot pay at once, ask the clerk about form DCA-131. This is the payment plan form for the District Court. It splits your balance into monthly payments. You need to request it at or before your court date; you cannot apply for a payment plan after you have already defaulted. Download the form from the District Court forms page or pick one up at the Baptist Street courthouse.
