District Court Locations in Montgomery County

Montgomery County has two District Court locations to serve its large and geographically spread population. One is in Rockville, which is the county seat, and the other is in Silver Spring in the eastern part of the county. Both handle traffic cases for their respective service areas. If you received a citation in Montgomery County, the location on your citation will indicate which court handles your case. Both courthouses offer the same services and have the same business hours.

The Rockville location is on East Jefferson Street and is close to other county and state government offices. The Silver Spring location is on Second Avenue near the downtown Silver Spring area. Both courts process the full range of traffic matters, from moving violations to DUI charges. The general county-wide phone line connects you to either location.

The Maryland Judiciary Case Search is the statewide portal used to search all county traffic records, including Montgomery County's extensive archive going back to 1979.

Maryland Online Resolutions (MDOR) is also available for eligible Montgomery County citations. Through MDOR, you may be able to pay a fine or request a hearing online without going to either District Court location. Check whether your citation qualifies as soon as you receive it, since the MDOR window may close as your court date approaches.

How to Get Copies of Traffic Records

You can get copies of Montgomery County traffic court records in person at either District Court location or at the Circuit Court clerk's office. Bring the case number or the full name of the subject. Copies cost $0.50 per page. Certified copies are $5.00 each. You can pay at the clerk's window by cash or check.

Mail requests can be sent to the Circuit Court at 50 Maryland Avenue, Rockville, MD 20850. Include the full name, approximate case date, and a check or money order for the copy fees. For payment-related mail, you can also use the statewide Traffic Processing Center at P.O. Box 6676, Annapolis, MD 21401. The toll-free line for the Traffic Processing Center is 1-800-492-2656.

For most purposes, the Maryland Judiciary Case Search provides enough detail at no cost. You only need to order physical copies if you require certified documentation for a legal or administrative purpose.

Note: Camera citations (red light cameras and speed cameras) are not in the Maryland Judiciary Case Search system and are not handled through the District or Circuit Court, since they are civil penalties issued directly by the county.

Traffic Violations and the Maryland Point System

Montgomery County traffic convictions are reported to the Maryland MVA and add points to your driving record. The state assigns points based on the type of violation. DUI under Transportation Article Section 21-902 is the most serious, carrying 12 points. Reckless driving under Section 21-901.1 is 6 points. Driving on a suspended license under Section 16-303 is 3 points. Points stay on your record for two years from the violation date.

Montgomery County roads include high-volume commuter routes like I-270, I-495, Georgia Avenue, and Rockville Pike. These corridors see heavy enforcement. Speeding on them is common and, depending on the speed, can result in 1 to 5 points. The MVA independently tracks your total and sends warnings when you approach suspension thresholds. Check your driving record at mva.maryland.gov.

If you want to contest a citation, request a hearing before your court date by calling the Rockville or Silver Spring District Court or visiting either clerk's window. If you miss the window to request a hearing and simply pay the fine, the points are assessed as if you had been convicted. Contesting the citation is often worth the effort if you are close to a suspension threshold or if the fine is large.

Court Programs in Montgomery County

Montgomery County offers Drug Court and Mental Health Court programs through the District Court system. These specialty programs provide an alternative track for eligible defendants whose cases involve substance use or mental health issues. Completing a program can affect how your case is resolved, and the outcome is reflected in the traffic court record once it is finalized.

Drug Court can be reached through the general District Court line at 301-279-1300. Not everyone qualifies, and the court reviews each case individually. If you or someone you know is facing a DUI or drug-related traffic charge in Montgomery County, it is worth asking whether a specialty court program might apply. An attorney familiar with the Montgomery County court system can help assess eligibility.

Payment plans are available for fines of $150 or more. Use form DCA-131, available at courts.state.md.us/district/forms or at either clerk's window. Payment plan approval requires a court order and typically includes a small administrative fee.

Legal Resources for Montgomery County Drivers

The Maryland courts self-help page at courts.state.md.us/district/selfhelp/traffic has plain-language guides for handling traffic cases, requesting hearings, and understanding the point system. The People's Law Library at peoples-law.org covers Maryland traffic law in detail and is a good free resource for anyone unfamiliar with the process.

Montgomery County has a large legal community and multiple legal aid organizations. Maryland Legal Aid serves residents who meet income eligibility requirements and can help with serious traffic charges. The District Court clerks at both Rockville and Silver Spring can provide referral information for local legal aid services. For minor traffic matters, self-representation is common, especially when the goal is simply to pay or request a hearing.

Given the size and complexity of Montgomery County's court system, residents dealing with serious charges, repeated violations, or any case involving possible suspension or incarceration should strongly consider consulting a lawyer. The county has two District Court locations and a busy Circuit Court, and an experienced local attorney will know the procedures and practices at each.
